Cumberland County proposed budget continues streak of no tax increases

The Cumberland County Board of Commissioners on Monday voted to place the $338 million proposed 2023 county budget on view. The General Fund is $136 million of the total county budget, with no tax increase planned.

For the ninth consecutive year, the proposed budget contains no increase in the county’s General Fund real estate rate. Real estate millage remains at 2.195 mills and library millage remains level at .166 mills.

“We are in an ever-changing environment however, the county continues to be in excellent financial health,” Cumberland County Chief Financial Officer Dana Best said in a press release. “The county continues to pursue opportunities to lower its operational costs, where possible, and to modernize its delivery of services. Throughout 2023, the county will continue to monitor cost pressures and demonstrate fiscal accountability to the taxpayers, while providing efficient and cost-effective services to the public.”

The county is feeling the same pressure points and shifting economic trends as the rest of the nation, the release noted. There is a growing demand for services. As the fastest growing county in the state, increased population brings increased demands on county departments.

There has been a significant increase in demand on human services departments. These departments have been given the task of providing services while also implementing new initiatives. The experience of human services departments is not unique and increasing demands have been felt countywide.

Residents can view the budget through Questica OpenBook, a visualization software that allows the county to communicate its budget data visually and provide more transparency to residents. OpenBook allows residents to view the budget at the fund level and drill down to the line-item level if chosen.

Public input on the proposed budget is welcome.

The 2023 proposed budget will be on view 8 a.m. to 4 p.m. Monday through Friday in the Cumberland County Commissioners Office, Room 200, One Courthouse Square, Carlisle, or online.

The commissioners are scheduled to adopt the 2023 budget at 2 p.m. Nov. 28.
